Halal Certification Operations Management System
Safety Horizon ECI is a globally active certification and compliance organization providing Halal and ISO certification services, training, and related compliance support for businesses across multiple markets. The company presents itself as an internationally active provider with headquarters in Ireland and operational presence across several countries.
Safety Horizon System was developed as a custom internal platform to manage the operational lifecycle of halal certificate issuance. The system was designed to centralize certificate processing, related company and product records, office-linked certificate details, eligibility handling, and controlled document output in one structured environment.
The certification process required a more organized and reliable internal workflow capable of handling multiple certificate types, associated product data, company relationships, user access rules, document-generation requirements, and issuance conditions without relying on fragmented or manual administrative handling. The process also required a clear mechanism to distinguish between applications that were ready for preliminary approval and those that still had missing requirements.
A structured web-based internal system was built to support certificate operations from data entry to document output. It enabled controlled access for users, organized certificate records across multiple categories, supported draft and complete workflow stages, and generated formal certificate PDFs with office-specific information and branded presentation. In addition, the system introduced automated preliminary issuance logic based on defined operational conditions. When the certificate data met the required conditions, the system automatically prepared the preliminary certificate decision and submitted it to the administrator for approval. If the certificate was incomplete or did not meet the required conditions, the system did not send it for approval. Instead, it generated a notification to the client identifying the missing requirements that had to be completed before the certificate could proceed to preliminary approval and issuance.
What makes this project especially strong is that it was not just a certificate-record system. It introduced operational logic around eligibility, preliminary issuance, approval routing, and missing-requirement notification, making the certification workflow more accurate, structured, and easier to control at scale.

By introducing automated preliminary eligibility handling and missing-requirement notifications, it also reduced unnecessary approval steps and created a clearer path from application review to approved certificate issuance.
